Role Description and Responsibilities
The Agency IU Encumbrance Approver is the agency role responsible for reviewing and approving an IU Encumbrance transaction. Role responsibilities include:
- Reviews IU Encumbrances for approval.
- Approves or denies IU Encumbrances.
- Accesses IU WorkCenter.
- Generates IU reports.
- Accesses online IU search pages.

Conflicts with Other Roles
The table below includes the roles that conflict with the Agency IU Encumbrance Approver, including separation of duty (SOD) conflicts and system enforced restrictions. If an agency identifies a SOD conflict that cannot be resolved, the agency must submit justification and compensating controls to Division of Accounting and Auditing (A&A) to request an exception. A&A will review the agency’s submitted request to determine if an exception will be granted.

- The Agency IU Encumbrance Approver reviews, approves, and denies IU encumbrance transactions submitted by an Agency IU Encumbrance Processor.
- An end user can be assigned both the Agency IU Encumbrance Processor and Agency IU Encumbrance Approver roles, enabling the user to create and approve IU Encumbrances they have recorded.
- The IU Reporter role is automatically assigned to the Agency IU Encumbrance Approver and do not require separate assignment.

- IU Encumbrances recorded online
- IU Encumbrances uploaded via IUI002 interface and marked for agency approval
- IU Encumbrances uploaded via the IUI001 Spreadsheet Upload and marked for agency approval

- Updates to encumbrance balances submitted via the IUI002 interface and marked for agency approval
- Updates to encumbrance balances uploaded via the IUI001 Spreadsheet Upload and marked for agency approval
- IU Encumbrances closed by the Processor are not routed to the Agency IU Encumbrance Approver.
