The table below includes the roles that conflict with the Agency IU Encumbrance Approver, including separation of duty (SOD) conflicts and system enforced restrictions. If an agency identifies a SOD conflict that cannot be resolved, the agency must submit justification and compensating controls to Division of Accounting and Auditing (A&A) to request an exception. A&A will review the agency’s submitted request to determine if an exception will be granted.

  • The Agency IU Encumbrance Approver reviews, approves, and denies IU encumbrance transactions submitted by an Agency IU Encumbrance Processor.
  • An end user can be assigned both the Agency IU Encumbrance Processor and Agency IU Encumbrance Approver roles, enabling the user to create and approve IU Encumbrances they have recorded.
  • The IU Reporter role is automatically assigned to the Agency IU Encumbrance Approver and do not require separate assignment.
  • Scenarios requiring Agency IU Encumbrance Approver review:
    • IU Encumbrances recorded online
    • IU Encumbrances uploaded via IUI002 interface and marked for agency approval
    • IU Encumbrances uploaded via the IUI001 Spreadsheet Upload and marked for agency approval
    • Updates to encumbrances performed online including balance updates
    • Updates to encumbrance balances submitted via the IUI002 interface and marked for agency approval
