Business Process Overview

The Close General Ledger and Consolidate Results business process is within the Account Management and Financial Reporting (AMFR) business process grouping. AMFR includes a collection of business processes that:

  • establish the statewide accounting framework and provide for agency-specific accounting and reporting needs;
  • update to the general ledger and maintain the integrity of the financial activities; and
  • perform month-end and year-end closing and reporting activities.

The Close General Ledger and Consolidate Results business process addresses the execution of the year-end close process and data preparation to assist in the generation of the Annual Comprehensive Financial Report (ACFR). DFS manages and communicates the closing process to agencies. State agencies are required to follow the outlined closing schedule and perform the month-end closing process for the month of June.

The June closing process gives state agencies a chance to make corrections during the June operational period in the Source Module prior to the source module close. DFS coordinates with agencies to address additional adjustments needed for the Actuals Ledger balances being closed for the prior FY in Adjustment Period 998. Period 998 is monitored and controlled by DFS. Financial results are consolidated after closing in the Financial Reporting Ledger and then adjusted as needed within Florida PALM, which includes material adjustments, Component Unit financial statements, and additional agency year-end adjustments (e.g. key financial information that supports the notes to the financial statements may also be maintained in the system) in Adjustment Period 997. Period 997 is limited to use by DFS only. Please see Appendix A and Appendix B for further descriptions of ledgers and accounting periods.

The Auditor General performs the Statewide Financial Statement Audit and the Federal Awards Audit to identify audit adjustments required to ensure financial balances are reported fairly. The agencies and DFS review the Auditor General’s audit adjustments to determine the applicability of identified audit adjustments to be posted to the GL in Adjustment Period 997. After audit adjustments have been addressed, DFS generates preliminary close reports, produces the final ACFR data to be used by their internal business system to produce the official ACFR, and initiates the closing of the GL Adjustment Period. Closing of the GL adjustment period will update balances based on the closing rules and roll forward specific accounts to Period 999 to establish the official ending balances. Beginning balances are recorded in Period 0 for the new fiscal year.

Dependencies and Constraints

Dependencies and Constraints describe any conditions or criteria that impact how or when the business process should be executed. These could be set within Florida PALM or from external sources (i.e., Law or Rule).

  • The Chief Financial Officer (CFO) is responsible for maintaining accurate financial data on behalf of the State of Florida.
  • The Department of Financial Services (DFS) publishes fiscal year (FY) end-closing memorandums that provide instructions, guidance, and deadlines.
  • The DFS State Expenditure Guide provides agencies guidance on classifying the obligations the state has incurred.
  • The DFS Statewide Financial Statements Guidance provides agencies additional guidance on accounting policies related to performing close.
  • The Government Accounting Standards Board (GASB) establishes accounting and financial reporting standards for U.S. state and local governments that follow the Generally Accepted Accounting Principles (GAAP).
  • Component units are required to file all financial information and any supporting documentation with the parent agency for reporting purposes unless the entity operates independently.
  • The CFO must prepare and furnish the annual financial statements to the Auditor General (AG) by December 21.
  • The CFO must prepare and publish the ACFR, in accordance with GAAP, by February 28.

Business Roles

The Business Process Flow Diagrams use horizontal swim lanes to depict where activities are performed by different parties or systems. Each swim lane is titled with a role, either agency-based or within DFS, and in some cases, are representative of an external entity or system. Create and Communicate Closing Process

Close activities associated with month-end and year-end close are scheduled and communicated appropriately by DFS to track the completion of tasks and manage dependencies. Agencies are notified of the year-end closing schedule and the expectations of the closing process before the closing starts.


Agencies are expected to continue the monthly process of proactively monitoring and performing reconciliations as outlined in Business Process Model 10.3.1 Perform Month End Close until the end of the fiscal year.

Create or Update Closing Rules

The DFS GL Close Processor reviews, manages, and monitors the closing rules as appropriate for a successful close of the FY. Closing rules are modified on an as needed basis and are discussed prior to implementing.

Open Adjustment Period 997 for Fiscal Year End

The DFS GL Close Processor opens the adjustment period 997 for the fiscal year-end. Period 997 is opened to allow compilation, analysis, and adjustments.

Review and Address Transactions in Exception Status

Source module transactions that have not created accounting entries may be transactions that are in exception status. The GL Reconciliation Processor should monitor and work with the appropriate source module processor to resolve these exceptions prior to the June source module close occurring.

Review June Source Module Reconciliation

Before the source modules close, the GL Reconciliation Processor reviews the June source module reconciliation to ensure all source module transactions have been posted to the period. Any items that have created accounting entries that have not been posted to the GL are considered reconciling items and should be addressed before the June source module period closes.


To address the reconciling items, the GL Reconciliation Processor requests a correction within the appropriate module (AM, AP, AR, CM, IU, PR). Internal agency policy dictates how the request should be made and the appropriate documentation to support the correction.

Perform June Internal Analysis

Once all the source module transactions have updated the GL balances, the GL Reconciliation Processor can perform a final June (period 12) internal balance analysis using the Trial Balance Report, Schedule of Allotment Balance Report, or any other financial report available within Florida PALM.


Internal agency policy should dictate the level of analysis needed to ensure all financial balances are reported accurately for the period and that the associated documentation required to substantiate the balances are accurate.

Produce Reports

Once GL balances have been corrected, the GL Reconciliation Processor is able to produce reports for other end users or instruct the appropriate end users to run reports related to their business needs. The GL Reconciliation Processor may choose to set up a distribution email from the report run control menu to send reports to other Florida PALM users or save reports externally and share with users outside of Florida PALM.

Close Source Modules for Period 12

The DFS GL Close Processor closes the source module for the June period. Upon the source module period closing, transactions can not be posted to closed periods.

Close Actuals Ledger Period 12

At the designated closing date, the DFS GL Close Processor closes the Actuals Ledger Period 12. Actuals Ledger balances can not be updated once the GL period is closed.

Open Adjustment Period 998 for Fiscal Year End

The DFS Close Processor opens the adjustment period 998 for agencies to perform additional balance updates as needed for financial reporting.

Notify Agencies of Period Closing and Opening

The DFS GL Close Processor notifies agencies that Period 12 has been closed for source modules and the Actuals Ledger and the Actuals Ledger adjustment period 998 is open for agency use.

Execute Preliminary Year-End Close Process

The DFS GL Close Processor executes the preliminary year-end close process for the fiscal year. This process will close the fiscal year’s revenue and expense account balances to fund balance in accounting period 999 and roll forward the beginning balances to the accounting period 0 for the new fiscal year based upon the configured closing rules. The preliminary beginning balances are updated throughout the financial statement preparation process, as needed, until the request for official year-end close is received from the DFS GL Financial Statement Processor.

Generate Preliminary Year-End Reports

After preliminary close occurs, preliminary closing reports are available to be reviewed by agencies and other business partners.

Coordinate Delivery of Year End Preliminary Reports

DFS notifies EOG/OPB that preliminary closing reports are available to be reviewed and coordinates how reports are retrieved.

Receive Preliminary Annual Agency Closing Reports

The designated preliminary annual agency closing reports are transmitted to the Executive Office of the Governor/Office of Policy and Budget (EOG/OPB) for review and use including the Trial Balance Report, Agency Balance Sheet Report, the Inconsistent Transfer Report, Inter-IntraUnit Transaction Reconciliation Report, Inter-IntraUnit Accrual Report, and Inter-IntraUnit Transaction Detail Report.

Outbound Disbursement Load (GLI071)

The Outbound Disbursement Load interface file is created and sent to LAS/PBS containing all month-to-date (daily) and Actual Prior Year (annual) cash disbursements issued by Florida PALM.

Outbound Actuals Extract (GLI002)

The Outbound Actuals Extract is created daily and represents the summarized financial balances that are posted to the Actuals ledger within Florida PALM. The Auditor General receives balances on a periodic basis to use as a part of their audit and review processes.

The Outbound Detail GL Journal file is created daily and represents the journal accounting entry details that occurred within Florida PALM. The Auditor General receives balances on a periodic basis to use as a part of their audit and review processes.

The Auditor General performs the annual audit of the financial statements using the unaudited data provided by DFS based upon the audit engagement letter provided.

Analyze Year-End Agency General Ledger Balances

Balances for the agency and any associated Component Unit will be analyzed and updated. The Agency GL Financial Statement Processor reviews the agency GL balances at the appropriate level and follows the closing guidance provided by DFS for year-end ACFR compilation. The agency attaches all supporting documentation to the journal to be reviewed and approved within the agency before posting to the GL as outlined in Business Process in 10.2.3 Agency Enter and Approve Journals.

The Agency GL Financial Statement Processor receives the financial statements from the assigned component unit.

Review Adjusted Balances

Once journals have been posted to the GL, the Agency GL Financial Statement Processor reviews the balances to determine if adjustments impacted the balances correctly. If further adjustments are needed, the Agency GL Financial Statement Processor creates GL Journals and attaches all supporting documentation to the journal to be reviewed and approved within the agency before posting to the GL as outlined in Business Process in 10.2.3 Agency Enter and Approve Journals.


If balances are accurate the Agency GL Financial Statement Processor proceeds to review forms and other information within Workiva.

Review and Complete Agency Forms (Workiva)

The Agency GL Financial Statement Processor reviews and completes any necessary agency forms within Workiva. If further adjustments are required, the agency enters the adjustments into Florida PALM and attaches all supporting documentation to the journal to be reviewed and approved within the agency before posting to the GL as outlined in Business Process in 10.2.3 Agency Enter and Approve Journals.


Agencies have until Adjustment Period 998 closes to make balance updates within Florida PALM.

Close Agency Period 998 for Fiscal Year End

At the designated time, the DFS GL Close Processor closes the adjustment period 998 for agencies. If additional adjustments are needed beyond this point, the Agency Financial Statement Processor works with the DFS Financial Statement Processor to have balances adjusted.

The Enterprise Component Unit GL Financial Statement Processor reviews the component unit financial statement submission.

Component Unit Year-End Journal Entries

The Enterprise Component Unit GL Financial Statement Processor enters the balances, using Florida PALM COA, into the GL Journal Spreadsheet Upload. Accounting entries can be created for multiple component units at a time and updates the Financial Reporting Ledger once approved to post.

Inbound Journal Spreadsheet Upload (GLI011)

The Enterprise Component Unit GL Financial Statement Processor is able to create journals in mass by using the spreadsheet journal upload tool. The spreadsheet template contains prepopulated ChartField column headers and allows the processor to quickly create a journal with many lines. The journal ID is automatically assigned to the journal once it is successfully loaded into Florida PALM.


If the file is rejected, the file error is detailed in the interface handling process. Reference business process 120.1 Interface Error Handling Process for more information and how to reprocess errors.

Perform Interface Error Check

Edit validations are performed on each interface and spreadsheet upload before the data is allowed to load into the Journal Entry tables. The edits will perform validations on all journal lines and include the following:

  • ChartField Validation
  • ChartField Combination Validation
  • Amount Validation
  • Open Period Validation

If the file is rejected, all journal lines associated with a journal header in the file are rejected and the complete journal must be resubmitted once the issue is resolved.


The rejected transactions are managed through the Interface Error Handling Process. Reference business process 120.1 Interface Error Handling Process for more information and how to reprocess errors.

Journals that successfully pass the interface error check are loaded into Florida PALM. Journals route to the DFS GL Financial Statement Processor for approval.

Perform ACFR Review

The Auditor General performs the annual audit of the financial statements using the unaudited data provided by DFS based upon the audit engagement letter provided. If the Auditor General does not have any suggested adjustments to the fund balances, then it is available for further refinement and publishing by DFS.

If audit adjustments are identified, the Auditor General provides the adjustment to the Agency Financial Statement Processor for review and response. The entry is also provided to the DFS Financial Statement Processor for input.

Accounting Events

Accounting events originate during transaction processing in the applicable source module. The accounting events impact the source module, Commitment Control ledgers, and the General ledger (Actuals).

  • Source Module accounting entries require user input (I) of the primary line (i.e., expenditure, revenues) with an automated (A) system offsetting line (i.e., payable, receivable) during transaction entry. The source model transaction must pass Edit Check, Budget Check, and Cash Check (on applicable entries) prior to posting the transaction.
  • The Run Budget Check (Commitment Control) process automatically affects balances in the appropriate budget ledger (i.e., appropriation, spendable cash) if the transaction passes the budget check process.
  • After the transaction is posted in the source module, an automated system process summarizes and posts the entries in the General Ledger module to the Actual Ledger.
